What is the position of minority schools and Madrasas under RTE Act?
Madrasas in Bihar impart free education with the donations collected from the Muslims of the countary, but a number of them are not registered and get nothing from any govenments. How can they be defined and what obligations to undergo?
Recognized Minority schools in Bihar get salaries of the teaching and non-teaching staff only. They are not alotted any funds for developments, infrastructure , construction etc. They are forced to realize monthly fees from students to maintain their schools. How can they run their schools if they are bound impart free compulsory education?
madarsas are out of purview of RTE if they do not seek aid or government recognition and do not claim to follow and prepare students for it's [govt.] curriculum.

“The right to establish private schools for any purpose whatsoever has also been given to all citizens under clauses (c) and (g) of Article 19 which provide that all citizens shall have the right ‘to form associations’ and to ‘practice any profession, or to carry on any occupation, trade or business’ and which obviously covers the right of individuals and groups to establish and conduct educational institutions of their choice. Private schools may, therefore, be established under the provisions of the Constitution and, if they do not seek aid or recognition from the State, they will have to be treated as being outside the national system of public education.”
