What does AP govnt think?

In an article from July 1, the AP government has given the unrecognized private schools in the state one year to continue and then face closure.
"Keeping in view the future of students, the State government on Wednesday relaxed the AP Educational Institutions Rules permitting unrecognised private schools in the state to operate for the academic year of 2010-11."

But what does the AP govt think about when the RTE Act gives the unrecognized schools three years to improve, which means that until 2013 these school can operate without recognition. The AP Educational Institutions Rules qouted in the article does not overrule the central RTE Act.. Strange world when state legislators cannot understand their own laws.
